Syd has been working with World Scout Bureau, Asia-Pacific Regional Office (based in Manila) since 1997. He provides technical assistance to national Scout organizations in the adoption of World Programme Policy. He is also involved in planning, promoting and implementing regional Scout events in relation to Youth Programme and Community Development (e.g.: workshops, seminars, Jamborees, Moot, community development or service projects)
The World Scout Bureau, Asia-Pacific Regional Office is a branch of the World Organization of the Scout Movement with headquarters in Geneva, Switzerland charged with responsibility of coordinating Scout activities in the Asia-Pacific. For the past eight years, Syd has been the Director of Youth Programme and Information Technology.
Prior to this appointment, Syd worked with the Boy Scouts of the Philippines as programme assistant for four years where he assisted in performing the necessary editorial work required for all (Youth) Program and (Adult) Training manuals, handbooks and publications. In his position with the World Scout Bureau, he has amassed considerable experience in organizing workshops, seminars, and large youth gatherings of 3,000 to 10,000 young people and volunteers, not only in the Philippines but throughout the whole Asia-Pacific region. These responsibilities have honed his organizational and managerial skills to a high degree.
Furthermore, working with the directors of the various national Scout organizations of the different countries in the Asia-Pacific region has trained him to work as an effective member of a multi-cultural team.

Syd was born in Manila, where he is currently based. He obtained his Bachelor Degree in Arts (Major in Philosophy) in 1992 and currently taking up a post-baccalaureate diploma course in Professional Events Management. Because of the nature of his work, he has traveled to several countries and territories. He speaks Filipino, English, and basic Spanish.
